Tires are the obvious choice but will cost you. I don't know what's available for the Legacy but all subies seem to benefit from a larger or adjustable rear anti-sway bar. Subies have an inherent understeer which is liveable for everyday use but horrible at tight corners under braking.

Your ideas sound worth a try but the problem is that when you change too many things at the same time, you won't know which changes were positive and which were bad for the car.

You probably don't want massive negative camber in the rear = understeer
