There are some Video's and DVD's floating around the internet at big places like amazon. Unfortunately, the really good ones are only available in Europe.
There are also some places online to download videos, just poke around and you should be able to find some. Do a search for rally videos or something like that, you might be able to find some links on this site. There is also a wealth of information available on the internet too, at places like wrc.com and rally-live.com.
Also, stick around these forums, we're going to try and get more rally news/information pretty soon.
As for TV, if you have the speed channel, they show footage from an event the same weeked it is run. They will be showing the 2004 season opener, the Rally of Monte Carlo this weekend. Check speedchannel.com for showtimes (I don't know them off the top of my head)

Speed is the best way to see rally. Also certain types of digital cable have a feature called On Demand. I have it here in Pittsburgh where I go to school. With on demand you can search though a broad range of old programs and watch them with no commercials and also be able to rewind, fast forward, and pause. Not sure how far spread this thing is yet because I just got it. But speed always has a few rallies you can watch with ondemand which is great.
