Aren't the Canadian bumpers all the same as our older L bumpers and the 98 RS bumper?

Also you might try broadening your search - iirc the 99-03 fog lights are identical.

I think your right. I need to replace my front bumper but I also need fog lights.which ever fog lights I get i will get the bumper to fit.
