And no, he decided to send the item after paypal locked his account for not responding to their emails. They sided with me in the dispute because of lack of repsonse from the seller on 3 emails they sent him and so thats why his account is frozen.

Oh and by the way, when I spoke to paypal they said the reason they wouldnt refund you the $.05 is because the fees are more than the amount so it cant be sent.
