That is there so coolant will flow through the turbo after the engine is shut off. It's usually referred to as the "upper coolant tank/reservoir."

It's actually lime flavored slushee mix.... All you need to do is get some shaved ice, open the orange cap and put some of that green fluid on your ice and enjoy!
