I had my emissions test done last night. They did no under hood inspection or under car. The only thing they did was plug in the OBD II and call it good enough. I was one of the "lucky" ones, I guess. And to think my car is still in stock form. I could've gotten away with having all kinds of goodies on there!
According to the way the regulations are written, you are not allowed to change anything on the car that affects the emissions controls. That means, you cannot have an open element air filter/cleaner, so 99% of the aftermarket intake systems are ruled out. You have to have an OE style cat in place if it came from the factory that way after a certain model year (mid-80's somewhere, IIRC). That rules out catless up-pipes, downpipes and third cat. elimination or hi-flow cat mods. Other than those things, you can do pretty much whatever you want as long as your computer isn't throwing out error codes and lighting up the Check Engine Light. You'll have to pass the sniffer test eventually. You might not have to do it this time, so keep that in mind, though you'd probably have to do some hefty engine mods to fail that part of the test.
