VA Emissions Problem: Can't get the ECU to Cycle through

VA Emissions Problem: Can't get the ECU to Cycle through
Here's the info.
I've gone to get my emissions done twice in the last week and we cannot seem to upload any info. from the ECU to their machine (New ODB2 Testing Method).
I did disconnect my battery terminal a week back, but have since then put close to 100 miles on my odometer. I hear the usual cycle time for the ECU to gather sufficient data is between 25-50 miles for a WRX ECU.
I did clear my usual P0420 Cat inefficiency code right before (5 minutes) showing up to get my emissions inspected. But from what I've heard clearing a code will not clear out the ECU. Can anybody verify or deny this?
I do have a UTEC and am curious if that is what's causing the ECU to not run a complete cycle. But one source has already told me that the UTEC should not interfere with completing a data cycle. Can anybody verify or deny this?
So could somebody with real knowledge please chime in here to help me out?
Additional spec's that may help:
TXS turboback exhaust with highflow cat (this is why i constantly get the p0420 code)
