Turn On Passenger Air Bag?

Turn On Passenger Air Bag?
Hey, first post here, i tired searching but couldn't find what I was looking for. But hopefully this is an easy question.
I Just bought a 2005 Legacy with 5,000 miles on it but it didn't come with an owners manual, go figure.
On the clock display's right side it says "Passenger Air Bag" "Off"
which I assume means the airbag is turned off somewhere, and I spent a little bit looking around but I cant seem to find a place to turn it On?
Can someone tell me how I can turn it on?

Maybe someone can also tell me if these cars have a speed governor? So I don't get a ticket finding out for myself

Your passenger's airbag should turn on and off automatically. It is designed to turn off the airbag, if the passeger is less than a certain weight. Your Legacy comes with a Automatic Passenger Detection System.
