Question about cooling fans

Car Info: 1995 Subaru Legacy Wagon
I have a 95 Legacy with a 2.2L and an auto transmission and my fans will not come on. I have hot wired the fans and they both work. I also checked to see if i was getting power to the relays. I am getting power to the 2 sub fan relays but not the main fan relay. I cannot figure out how to get the fuse box(under the hood) out far enough to get to the wires to see if there is a broken wire or one that is shorted.
Now i just did head gaskets, front main seal, and t-stat. I did the head gaskets while the motor was in the car so i had to move the windshield washer reservoir out of the way and the fuse box is attached to it. I wonder if that had anything to do with it(hmmm). Right now i have the fans wired to a switch inside the car but i would like to have them working normally again.
