You can buy it anywhere, it's very popular.
Xenon is commonly called HID so you'll find more info searching HID.
You need H4 replacement HID and it starts from around $450 I think.

For what car? Are you referring to true HIDs, or so-called xenon "HID-Look" bulbs which are nothing more than regular halogen bulbs with a blue coating?
There are kits available to install HIDs in standard lights although this is not the best solution. Regardless of what car you have, the stock lights are the reflector type which are not designed for the type of light produced by HID bulbs. They will be bright, but not properly focused and may annoy and blind other drivers.
Assuming you have a new style WRX/RS, the best lighting upgrade is a set of projector lights, either in an aftermarket (Morette, Prodrive, UK300) or OEM (STi) variety. HID can also be added to these but isn't necessary, with the standard halogens these lights are far superior to the stock ones.
If you have an older RS ('01 or earlier) there are Morettes available for it.
