By the title of the picture I think they are aftermarket horns, am I correct?
edit: I'm talkig about the red bits behind the grill

Most ones you get in japan usually have a few modes.
Toot (loud)
Toot (Loud and Fade out)
Some do more. Those ones there.....look like left overs from WWII, air raid sirens......
