Removing that ugly black plastic strip in front of the rear wheel well?

Removing that ugly black plastic strip in front of the rear wheel well?

Does anyone know how to get rid of that stupid looking flat black plastic strip that rests right above the side skirt and in front of the rear wheel well? It's ugly, and for some reason JDM Impreza's were able to get away without it. Thanks!
