When you say 'handlight', what do you mean? Are you saying that the headlights are coming on whenever the car does?

I'm guessing that what you are saying is your headlights are always on after installing HIDs. You don't say what car you have but assuming it's one that was equipped with DRLs (daytime running lights) you must disconnect the main DRL module when installing HIDs to prevent this problem. The module is located inside the car, if you have an 02+ Impreza it is next to the glovebox by the passenger side kick panel. There are threads with more detailed instructions on how to do this here on i-club, also on NASIOC, and Scoobymods.
You may also see references to disabling the DRLs by unplugging a small module under the hood. This is ok if you have stock lights, but for HIDs you MUST disconnect the main module inside the car, the one under the hood will do nothing.

No, it doesn't mean that at all. It just means you have to take the extra step of disabling the DRL system so it doesn't interfere with the operation of the HIDs.
Depending on how you have your HIDs wired currently, it may be a good idea to change the wiring somewhat, particularly with regard to how the ballasts are grounded. The proper way to connect the negative side of the ballasts is to directly ground them to the battery negative or vehicle chassis, NOT to the switched ground circuit in the factory headlight system.
But, there is no reason to take them out completely and re-install them.
