he's talking about the lines that go from the turbocharger to the boost solenoid in the engine bay. In those lines there is a restrictor piece I believe that it's on the actuator side.

that's the thing u take out to do the 3/16 mod. i went to subaru to order it, but they said subaru of america is closed till the 29th of this month and it will be sent out by that date. i ordered two of those, so if u dont find one one by then u can buy the other one.

no, actually you leave this part in for the 3/16ths mod. the 3/16ths mod is a white coupling. but if it is the same thing your ordering, ill take the other one. like 2 bucks plus shipping right? is that the one?
