We've always been able to receive via UPS ground. Our company regularly receives boxes with the brown ground label. Alot of shippers just don't know that they can send this way.
ups took it away when the prices of shipping went up since they figured out their trucks can't drive here (they don't have boats) and everything ended up being flown here in about 3 days anyways or about a week if it was coming from the east coast.

I just checked tirerack, UPS Ground is WAY more expensive than FedEx 2 day from them....almost $100.00 more on a set of 17 inch rims + tires (rims are lightweight too).
