No you need the "lock ring," it's actually a jam nut that locks both nuts in place. I would not remove it otherwise the lone nut can spin freely.

KW and Ground control use single rings with a locking screw in them to hold them in place. Not sure if they would fit on the teins though, you'd have to check if the thread pitch and size were the same.
It's probably not a good idea to go lower, due to shock bottoming out, operating out of recommended ranges, suspension geometry, etc... But if you want to lower the car even more, just call tein if they make replacement springs in a similar spring rate but with shorter overall length... if they won't do that (probably cause it's not safe) then just get the specs for the spring. Length, diameter and rate, then order some eibach springs from ground-control.com or summit racing and replace your old springs with them... I'd cut down the bump stop a little, but don't totally remove it, it's there to protect the shock. Good luck

P.S. if you're gonna do that then just sell the Teins and pick up adjustable coilover springs...no sense running the Tein shocks if you're just running them compressed...that way you'll have an extra few hundred to spend on something else.
