Should one buy a "Total Loss" vehicle?
if you are mechanically inclined depending on damage, don't care about resale value, and don't care for a warranty, go for it! but if repairs + vehicle will cost more, would make more sense to get one with a good title

we need more to it than that.
Are you going to drive this car around as a DD or maybe a track project?
Are you going to buy the car as a parts car (do a swap or something into another)?
Why is it considered totaled?

sometimes that's the biggest question; I know how one of my cars was totaled and I still bought it knowing it won't affect the driving/safety aspect, on the same note, a guy I knew would always buy salvaged saturn cars from as specific guy he knew, that guy would take two good halves and weld them together to make one good car (and my friend would drive them into the ground on road trips for work so it was all good)
