They take pics regardless but if you fail for a specific item like you had an aftermarket sway bar or suspension they take a specific picture of that specific part that you failed

No, because if it is brought up, the police see that your license plates where changed.

I got my safety check done and didn't fail but they did take photos of your license plate and vin.

Your springs have to be original springs that came with your car or original replacement ones for that model..if you switched them for STIs then you still need recon. If you switch things out after safety or recon inspections then it voids both inspections and both can be revoked and you have to start all over again...
