Since your car was designed and built to resist corrosion, use of additional rust-inhibiting materials is not necessary and not a requirement for coverage under this warranty. Whether to obtain such additional protection is your decision.

I know it sucks and most car company's are like this. I looked this up on subaru.com for you. Try and clay it and see if its just fall out which sometimes looks like rust.

Fallout usually tends to look like rust spots, especially on white cars. I've detailed a few cars like this before and the spots did come off. As far as bubbling goes, take your car to a body shop and have it looked at. They can tell you which direction to go from there. When I was working at a body shop, we had a few dealerships that would send vehicles to us for paint defects (i.e.: paint runs, rust spots, cracks, etc.). I hope you can get this problem resolved without having to take the costs on yourself.
