Recon: Grimmspeed License Relocation

Recon: Grimmspeed License Relocation
Hey i-Club,
I was trying to prepare for recon and have been reading up on how to pass properly. I know it says if dropped the license plate has to be 12" from the ground. However, I have the Grimmspeed license relocation kit which puts the license plate lower than if it was mounted in the stock location. My question is do I have to mount it in stock location? I jus don't want to drill holes in my bumper. Any and all suggestions appreciated. Thank you.
