Well, they kinda did... there was a movie about drifting from 2001 called "Over Rev". I thought it wasn't bad, but I can't compare since I haven't seen "Initial D" HK vers.
I'm sure most Japanese video stores will have "Over Rev" (it's based on a manga of the same name).
