Out of state registration

Out of state registration

If a Hawaii resident purchases a car from someone in the military and they happen to have the out of state registration, does the new buyer have to pay a full year of the registration fees as if it had never been registered?

Yes you do. Military is exempt from paying the state fees because of non-residency. You will have to get Hawaii plates and registration that starts that day. So in other words you will be paying the full year.
