I got my plate at Napa Kaimuki for something like $6.00. They bolt directly to either the bumper or bumper support with two bolts. I used sheet metal screws to secure mine. It's affixed to the bottom of the bumper, about 4 inches to the right of the plate, in plain view.

The stickler Chevron that did my safety didn't even blink as far as the plate was concerned when I went in for safety. They did however fail me for an exhaust leak, which cost me $125 for a new downpipe...but that's money well spent in my book.
