From my experience, going to court will give you a better chance of getting off, or at least a reduced fine. The first time I got pulled over (also the 1st offense on my record), I mailed in a written explanation. They made me pay a fine and attend a class.
The 2nd time I got pulled over (speeding and reckless driving), I went to court. I got the speeding thrown out and paid a fine for the reckless, but no class. They gave me 6 months probation after which the ticket would be wiped from my record for as long as I didn't have any other moving violations in that time period.
