take them out to get recon, and then put them back on after, instead of buying covers?

Even more of a reason to get a FMIC, so that you're forced to get rid of the fogs.
I take it that your car is lowered? I recently got my recon, and I passed with my wheels and what-not. But I still have the stock suspension and ride height going on...

But if you have to cut your bumper beam for your FMIC, your screwed as well. And yes they do check that.
