I'd agree that the odds of something happening are probably not that great. I just think it's neglect. Anything could happen.
As a parent, you're obviously 'safe' from retribution should nothing happen for the first 99 times you do it. That 100th time, imagine the worst; that parent has to defend his or her actions and no judge nor jury would be amenable to 'I was just going in to the shopping center for 1 minute.'
Similar to parents who allow young children unfettered or barely restricted access to guns. "Judge, I thoroughly taught Jimmy how to strip and clean guns. Yeah, I told him 'don't point that at your brother, or else.'"
Similar to parents who don't 'over' supervise their children and haven't child-proofed electrical outlets and cleaning supplies.
Similar to parents who aren't conscientious about the toys they buy for their kids. There are many toys that I've seen (as a new parent) that aren't conducive to infant or toddler safety.
Yada yada yada.
It just don't seem right to me, and as far as I know, it's against the law. I'll continue to do what I think is right in trying to intervene.
