An accident isn't criminal (unless DUI or death or hit and run etc...), so all HPD actually does is document the time, place, and those involved. We check for injuries and make sure both personal and vehicle information is up to date.
It would actually be kind of hard to make a report now since the initial accident took place 2 weeks prior. I would personally suggest calling his insurance as soon as possible, informing them of the accident. The only problem I see is if he changes the story and attempts to place blame on your friend instead.
Good luck.

If you want, I have a friend who works at AIG. I could ask him about the situation if you like. If you really need a report #, let me know, I might be able to help out. Problem is, I'm on vacation until Sept. so I couldn't personally make the report for you. Let me know ASAP.

When we(HPD) do initiate a minor accident report(no injuries, <3000.00 dollars damage to both vehicles) at the scene this report is simply an exchange of information as hslin stated. The two insurance companies usually determine who's at fault and who will pay damages.
Your friend should contact his insurance company as a police report is not necessary. His insurance company than contacts the other party's insurance co.
The other party's insurance company will probably just credit your friend the difference.
Per HPD policy we don't initiate minor accident reports away from scene*. Even in major accidents, where we do establish who's at fault, insurance still has the final say as to who pays.
*Exceptions to this are a hit and run, or someone later claims injury and didn't report it. This is because we cannot verify both parties information at the time of reporting.
Like mentioned before, a police report in not necessary. Tell your friend to call his insurance agent and explain what happened.

Tell your friend to contact his insurance agent. His insurance company will want all of the other party's insurance policy number and other info. That how you get the ball rolling.
Your friend's insurance company might ask you for a police report. Tell them that no police report was generated nor will he be able to generate one.
