there were to many homeless guys there blocking the shot so we left and went to the ilikai

Looks like the IS was the problem... looks less blurry, but check out also the AF to where you focusing on. Otherwise, just do a selective AF on the subject you want to be in focused.

'hope everyone shooting nights are using a tripod and a timer or better still a remote trigger.
Some cameras and lenses will show your faults quite blatantly.
Shaggy, if your white GC was at a side profile beside the still puddle and it had a mirror reflection of it along with that stunning background... that would be a killer shot.
