annual traffic report to the govenor -

this is from 2003. i'm scared to see the 2004 report- which should be out shortly...
my question is this- where is all this money? i'm no lawmaker, but i'd like to see exactly where these "taxes" went.

i'd be good in law, but i'd suck at budgeting. but i would be good at appealing to the people! we'd be screwed up financially, but at least we'd have some clarity on the laws - and all the vague, out-dated and useless laws would be tossed.
for road improvements i'd hire some germans
