springs or performance?

depends on what your currently happy with.
right now, im happy with my WRXs speed, but not so much with the traction of the tires and with the way it looks and handles. therefore, im going to put on new rims/tires and springs/shocks before i do any engine modifications.
if your happy with the speed, do the suspension. if not happy with speed, go speed.

I always like to improve control before power, and good quality lowering springs is a good step towards control and also improves the look of the car a lot, getting rid of that horrid stock wheel well gap.

Are you looking for style points, or a faster car? If you want to be faster, skip the intake, and don't do springs unless you do struts too. First thing to do is get an 18 or 20mm rear sway bar to dial out some of that horrible understeer. Then maybe a catback, Stromung or custom is best (with custom being far cheaper). Then scour the threads to get more ideas once you have the basics down.

You suggest a pulley wich will show very little but think a flywheel is not a good thing on a close to stock car...
Think about it, 4 pound reductionvery close to the crank or 10+ pounds reduction quite farther....
The flywheel is one of the best mod you can do. You will get your power faster and you will really shine getting out of corners.
My car now respond to the throtle at 3250rpm like it used to at 4000rpm.
Expensive?? Well find a couple of friends and do the labor yourself!
