That is an earth grounding kit. It keeps you from losing power through poor grounds. As for exhaust, a 2.5mm will get you nothing , I think you meant 2.5 inch. And it all depends on how loud you want it. I think the tone of a scoobysport is nice, but so is the greddy. I have heard good things about the vishnu sig. series and the HKS as well. As for cold air intakes cobb makes a good one, but you should do a search seeing as how I don't know about "good" CAI's for the 2.5. But when you say hella cheap, the saying stands more than anything with cars that you get what you pay for. If you buy cheap CAI's, exhaust, etc you are going to get no, or worse, negative gains from them. I would just do a search in the N/A forum and see what they have going on there.

Cobb intakes are the best, but you want to save some cash, so go with a PDM intake from www.pdm-racing.com for $55 and a K&N. Avoid open-element filters like you used to see on every Honda you ran across, they are bad for high-displacement torquey engines like the EJ25.
I see you already bought a muffler, so I'll skip exhaust advice other than to suggest you get your favorite local muffler shop to fab you a new midpipe, 2.25". 2.5" will work okay but loses a little bit on the low end compared to 2.25". Shouldn't run more than $150 installed. MRT headers make a lot of power and are only $300 + shipping. Other than that, there aren't a lot of cheap options for making power. Some will recommend pulleys, but I don't.

If you want alot of power for cheap i have my stock Manifold up pipe and down pipe with the stock turbo from my 2002 WRX. you could run about 8lbs. of boost and get your car at about 250 hp. If your interested e mail me at M5speeed@aol.com oh and i'm only looking for $750 for everything. I just want to get rid of it.

You can't run WRX headers/uppipe on an RS without a turbo crossmember. If you want to run WRX parts for an RS-T, you need either the WRX crossmember or custom up and down pipes.
