Not Hitting Target Boost

I have a greddy ebc and ive been able to hit 17.8 psi in the low setting and 21-22psi in the high setting but lately it seems like ive never been able to hit 17.8 in the high setting. I havent made any changes to the engine since the boost controller. What might be the problem?

What's the temp where you live right now? It's in the high 90s here during the day and I'm hitting a whopping 9 psi in 1st, 2nd and 3rd. At night when it gets down to the wonderfully low temp of around 80 i get a whole 13 psi. I miss winter, I was hitting 16.

Its like 110 out here. Ive changed a few things on my boost controller and now its running like it used to. THe only problem is that it spikes at like .08-.09kpa. What can i do to fix that. Is that harmful?
