Random Technologies made a good one, but I think they went under. Try doing an eBay search for it.

highflow cat

You can try one from Magnaflow.

Here's some information for one used on a race M3 3" exh:

The Magnaflow Catalytic converter was also less than $150, just like the mufflers. It is of 100% stainless steel construction (other than the ceramic catalyst) and has p/n 94309.

Edit: I should add that this cat is used on a CA car for emissions testing.
