Hallman Boost Controller HELP!!

Hallman Boost Controller HELP!!
I have a Hallman Boost Controller(The kind with the controller under your hood). Okay I did wat the instructions told me to do. But when I have it at the lowest boost it boost .5BARS and the highest Boost is .1BAR! Thats stock factory boost!! Can someone tell me what's wrong?
I tried switching the hoses around but then I can no longer control the amount of boost and it will climb to 1.3BAR!!( lost of power i felt, but bad for my engine)

1.3 bar isnt all that bad for ur car....thats what like 19 psi...
i got an 07 WRX and the target boost is 18 peak and tapering down to 12 at redline.
oh and .1 bar isnt factory boost....if 1.2 is 18 psi then .1 is like....2 psi or somethin lol
