This is from Stephen at Ecutek. So don't know for sure how Kingpin got permission to tune the car or the means.

"What we have done is to produce a small number of tuned ECUs, which we have sent out to some of our closest tuners. This allows us to iron out any problems before the system is released to a wider audience.

By the way, this is the current state of play...
# A small number of US tuners have preprogrammed ECUs from EcuTek. They are probably in their demonstrator cars.
# No US tuner has access to the programming software at this stage. Only EcuTek in the UK have the requisit hardware and software.
# Tuners who did not receive a programmed ECU have not been left out, they simply didn't read their email, since ECUs were sent out to any of our dealers who asked for one !
# If anyone else says they have tuned the STi, assume they are lying until you see proof. It is easy to say you have tuned a vehicle - that just takes a web site and a keyboard. It is quite another to let someone drive a real car !"
