Depends where you are. In CA, a non-OEM downpipe and 3rd cat section is off limits. A lot of other states will alow replacements as long as they have a catalytic converter roughly where it belongs. Then there's places like Nevada (woo!~) that you can theoretically get away with no cats at all. All you have to do is make sure you don't get CELs and you're good to go. You can have a ginormous fire-breathing turbo, massive front mount, 3" catless TBE, whatever you want- as long as you are running it all with an OE ECU and you aren't throwing CELs. It's beautiful.

the only thing hks exhaust that's made legal for the wrx is its catback exhaust only. You go full turboback and your hks catback becomes illegal due to "excessive" noise.

Anything else exhaust related is illegal. That includes aftermarket up/dp's, with or without a cat.

Having 4 cars and getting smog notifications semi-annually (with 4 cars it averaged out to be twice a year) sucks big time. Im packing up and moving to Las Vegas! Gambling, 120 degrees heat, catless setup, prostitutes.. and STDs.. WOW... who wouldn't want to move there. LOL

you guys are all mistaken, it is only illegal to replace or tamper with FUNCTIONAL catalytic converters... you can always argue that it was faulty and therefore you got it replaced with another one... "oh its high performance? high flow? what???? it was in my budget, they said it would fit... thats all they told me, it works doesnt it?"

Its illegal to mess with any cat unless it needs to be replaced. If you put a high flow cat in, its stil illegal because you cant touch it unless it needs to be messed with. Muffler shops have to document all that stuff.

You also have to be out of warranty on emissions equipment. In California, for example, I believe it's 96,000 miles for the converter(s).
