2007 sti need help!!!!

I have a 2007 Subaru sti
Mods
Invidia catless down pipe
Invidia full 3" piping
Perin inlet and short ram intake
COBB ap with protune map for 93-94 oct
Walbaro 255 fuel pump
Dwerk injectors
Perin FMIC
stock bov/bpv
Agency power header "UE"
Perin light weight pulley
Problem I'm having is when I'm in 1st-2nd gear it sputters bad at about 4k and only hit maybe 10lbs it WOT 3rd-6th seem fine I hit 21lbs
Need some help on this please read carefully thanks I-clubers!!!!!!!
