My guess would be its either part of the Exhaust Gas Recovery, Positive Crankcase Ventilation or Fuel Vapor systems. My ford truck has the same thing on its TB, I just can't remember where it connects to at the present time. Any subie mechanics want to elaborate?

That would be the coolant line running into your throttle body, it's there to warm up the TB so that it doesn't ice up and get frozen open.
edit: If you bought the car used the previous owner may have connected the inbound and outbound coolant lines together so that the coolant doesn't heat up the TB, check around in the area and see if you can find that hose connected to the one that should be on the other side of the TB too.
