Wastegate actuator shot?

Hi,
I have a TXS Stage4 03 WRX. Just wondering how I can test if the wastegate actuator is not working? I just switched to a used VF35 and am getting no more than 13PSI with the UTEC (I've tried several maps). With an MBC I maybe get 15psi in 3rd.
The wastegate rod is fairly easy to pull by hand.
I've checked all the vacuum lines...the restrictor is in place before the T. I was wondering if I can fit the stock actuator on the VF35 (temporarily) to see if that helps?
Thanks and hoping for some suggestions. When I plug the hose to the actuator I get 18psi. I know the stock one wouldn't fit directly...but has anyone tried this?

FWIW, the WG on my VF34 is impossibly hard to pull open by hand. So something is either loose, or broken.

That's what I thought! Sounds like its opening too easily!
I think I'll be ordering a replacement WG actuator then. I wanted to be fairly sure before I spend another $100.00 (I assume the stock one doesn't fit).
