well most people here wouldn't run a VF-34 without supporting mods. if you dont have the money for the supporting mods, save and get them. slapping on a bigger turbo won't do any good if the power is not safe to run.
sean(downsti) did a 11.7 with his stock turbo STi (VF-39), but he has a good amount of mods with 100 octane and a great tune by Ed. on a wrx though, it's highly unlikely.

As for the OP question its going be impossible to hit 11s with the 34 and 2.0 block with just stage 2 stuff.
