To start off with and to make you question a little easier, what information have you come up with on your own? Which supporting mods will you be going with? If n2o is one then that would change the answer. (For instance, AZScoobie and MotoX Phil I believe are in favor of smaller turbos w/ nitrous vs. larger turbos) What's your budget? Which car do you have, wagon or sedan (80lb diff.) Spooling 'fastest' while having a turbo that will allow you to see 12.0 still would mean a pretty slow spool. There just isn't enough exhaust.
I'm just starting my research and the APS SR series promise quick spool times. Their SR50 is equivalent to the AVO 500. I'm not absolutely sure, but it looks like (on a 2.0) that you're NOT going to see 12 flat and quick spool, but just to see 12.0, you'd probably have to go with PE1820 or bigger.

WRX wagon, no NOS, supporting mod (standard stuff) huge intercooler, larger injectors and fuel pump, TBE & uppipe, maybe a shorty intake, 17" wheels, sticky tires, no budget. Turbos that I think may fit the bill are FP 18G, APS SR40 or SR50, AVO 400 or 500, Garrett T04E.
If NOS was used, maybe a SR30 or VF30/34.

A flat 12.0
is a serious mission. I'm in the minority, but if you want a 12 second car, I think you have the wrong car. These cars can go 12, but it takes a lot of money. I am more interested in a capable track car (no a straight line).
