If you get an up-pipe, downpipe (catless or high-flow cat) and a tune (cobb accessport is the most popular option) then you will notice a lot more power throughout the rev range. It will cost you around $1000 but it is well worth it.

It's not normal for the stock WRX. Mine spools up to 6500 without hesitation and it's got 101K on it. I'm not dumb enough to take it past that.

If you are talking about running the car at top end of 5th gear then yes, you wil notice it takes considerably longer to get that last 1500 RPM but it's a gradual slowdown. You are at the end of the power curve. Running up the engine RPM to 6500 full boost and under load in 4th should be quick, though.

LEAK!
if there is a slight leak then it will sound like its a 20g turbo spooling up and the car will barely move
check the IC hoses/ gaskets/ BOV gasket, ect, ect

i had the problem before and it was the Y pipe on the intercooler, along with the radiator clamps on the Y pipe and throttle body, i upgraded the Y pipe and now only use T clamps , problem solved
