Turbo install with low boost numbers..???

Turbo install with low boost numbers..???
Hey,
Had Grimmspeed do port and polish job on my stock 04 wrx turbo. Did the install once and had coolant leak. Uninstall then a re-re install and no coolant leaks. I'm now running into the problem of not hitting correct boost numbers. Ran cobb v2 stage 2 91 tune and only hitting 8psi max........ Turbo seems to be running fine, and exhaust leaks don't seem to be present. Checked vacuum lines as well and it all seems to be fine.
Any suggestions?

May have a small exhaust leak downpipe to turbo. That worked though. I'm hitting 14.4psi now so i'll check again but its better than it was.
