Turbo Flutter/Vibration...?

Hey guys...

So I've been noticing for a while now...whenever I am decelerating, I hear and feel a vibrating noise coming from the engine bay. It doesn't happen when the car is accelerating or under normal driving but when I decelerate, it happens (mostly from high speeds). At first I thought it might've been the subframe, so I cut off some more then it was still happening, so I checked it thought it might've been my cold air intake, then I realized it couldn't be it.

Last night when I was driving home, I shifted to neutral and revved it up and the vibration is happening. So I tried something else, I did a hard acceleration and no problems.

Since it seems to only be happening from a decel at mainly high speeds, I'm thinking it may be my turbo's wastegate? Is the turbo going bad? (I don't think so because if it was, then the turbo would've already blown) I've looked over the engine bay and the turbo and can't seem to find anything, at least anything that's loose.

What do you guys think it may be?

Thanks!

Yeah, clunking/rattling.

I described it to my subaru tech friend and he thinks from the description it might be the exhaust or downpipe that's not bolted down all the way or some bolt isn't tightened. I'll have to bring it in to him so he can take a look
