Even though you might not be passing 4500, how are you steppin' on the throttle? Easy offs, and not pedal to the metal! Saves a lot of gas. When I got my car from factory, I had 320ish, but now it's more or less around 250, depending on how grandma-ish I want to drive to save gas. You do have an '04, I believe they are 19city, 26HW?

Alwell, Just be happy you make it close to 250. Remember their highway miles are calculated at 65mph I believe.

the most i got is about 280, i havent even reached 290, i think 300+ is impossible, i mean up until the redlight.

if i drive agressive i get about 130-160

weekdays i drive to school i try not to exceed 3000rpm

OldGuy mentions checking when down to 1/4 tank. That's what I do, also. It's also important to allow at least a certain minimum amount of gas to be burned before checking because if you only drive a couple miles then fill 'er up again, the results will not be as accurate as when calculated over many, many miles.

I drive like my foot's made of lead and last time I measured I was getting around 16. Sounds like you are getting around 13 I'd check tire pressure. Also try to use the best quality gas you can.

Well your milage should be better if your trying to get good gas milage. You can get nearly 30 mpg on the highway. I have averaged about 24 mpg for the last 30 thousand miles.

Check:
tire pressure
use 5th gear on the highway
bad O2 sensor ( have you ever run leaded fuel)
bad pre-cat -- melted due to over rich mixture, creates huge back pressure in exhaust manifold.
Boost leak could also make you use more fuel, check hose clamps etc on turbo to intake manifold section of intake.
Make sure your running the proper octane fuel. If your on the cheap and running regular or mid grade fuel the ECU will run a super rich mixture to protect the engine, and you will get crappy gas milage.

Check for the fuel leak in engine compartment some folks have reported in cold weather. (does you car reek of gasoline when its cold)

You will loose a little bit of gas milage in the winter time if you live in a metro area that switches to oxygenated fuels during the winter.

I was getting 240 - 260 MPG (combined city and HW driving) from my WRX when it was new as long as I don't get too throttle happy. It's a little worst now that I'm running stg4 but personally I don't give a crap 'bout fuel efficiency. I drive my VTEC-E civic for that.
Unless you have a code reader, you should definitely take that car back to the dealer and have them check it out.
As for things to check, do you smell fuel in or around your car mainly in the engine compartment area?
Check and make sure the the intake air flow is not partially blocked.

I usually get 220-240 before the yellow light goes on in the city. On the freeway 300-320...

But this last tank is by far the worst. I don't think I'll break 200 before the light goes on. It's the lead foot . Just put in TXS stealthback a couple weeks ago and I'm loving the pressing-me-back-into-my-seat acceleration much better than the old stock feeling. That'll end soon as gas is not cheap.

when i first purchashed my car i used to get 300+ miles on a full tank of gas but now i get 200 which is due to my driving habits.

my mileage has gone down the drain as of late. the light is about to turn on and im only at 230ish miles, but thats all city driving. im going to reset the ecu tomorrow night and have it relearn my driving habits while i drive on the highway.
