PLEASE HELP !! Chirping noise from tailpipe. Video included.

Hi All...its Me, again...the guy with a million questions. Thank god for these forums. Anyhow. I have an annoying chirping sound comming from the tailpipe when I let off the gas pedal. if I tap the pedal lightly, theres only a couple of chirps...give it more gas and let off...more chirps. I just downgraded my exhaust from a Tanabe medallion series to the stock cat-back. I noticed the sound before, but thought it was the exhaust. One time when I heard the sound, I lifted up the muffler and the sound went away. Well...its here again, and i'm not happy. I tried lifting up the new muffler, but it doesnt have as much play. Note of interest, the turbo has a blown gasket where it meets the midpipe, saw it when I chaged the exhaust. Also, I was told I dont have a turbo bracket, but do have an aftermarket up-pipe, so not sure if I need the bracket. Can this be my turbo? perhaps Im missing the banjo bolt? who knows? Video below...sorry the phone was upside down, but you can hear the chips. Any help or advice would be appreciated. THANKS !!!

Soooo, after doing some research, I found that many people have this issue and that it is most likely the lil holes in the exhaust tips. For sheets and giggles, I stuffed a couple of q-tips in there to see if it stopped the chips..they werent gone, but much less...almost gone. Q-tips arent ideal, but i was just experimenting. Is this really the issue? if so, what do I plug the holes with? a couple of screws and nuts? epoxy?

UPDATE: plugged the lil' holes and still have the chirp...any ideas?
