Is this normal

I have a 2003 wrx with a up & down pipe and intake and my car spikes to 16 and 17 pounds of boost if i get a set of headers and a catback will i gain more boost and will it be safe

Adding exhaust parts should in no way modify boost levels. The only thing that modifies boost is a boost controler, engine management, etc... If your boost is erratically spiking beyond stock levels without you adjusting it, that means that you have a problem. I have heard of certain pipes causing boost spikes so you may want to look in to something different. Which exhaust do you have?

first off, how are you reading boost? second are you the only owner of the car? My car was boosting a bunch, then I found out the previous owner had tuned it.
