If you want keep your cats i would still recomend removing the cat in the up pipe just to protect your turbo. AKA if you run a little to lean you have a chance of destroying your cat which then goes through the turbo = no more turbo. Page 2 ownage

Simple Solution: Get a Turbo with higher top end output(i.e. PE18120, VF22/34, etc)
This turbos will definitely fix your problem. I feel the same thing when I had to shift down to block a minivan from cutting me off. That sh*t was embarassing coz I couldn't even catch up.

The stock turbo is just physically too small to do anything up high for you! If you want power upstairs, that stocker has to go! You can port and polish all you want... It will spool up sooner, but you'll still be top-end challenged....
You need a bigger turbo! VF30's can be found for around 650 new if you look hard enough... Those are a good all-rounder turbo for the wrx. If you want more top end, then the VF22, 18G, PE1818/1820 are options too....
If money is a concern, you can always sell your stocker after to recoop some of your $$'s....
