Low VAC, Turbo Stutter, No Power?!
so i have an 02 subaru wrx had the engine rebuilt a while ago and recently ive been having problems with it.. it all started when i had low vacuum which is reading at 15 instead of the normal 17-18.. at the same time my valve cover gasket had cracked and leaked out a lot of oil.. since then when i try to floor it my car doesnt produce a lot of power and has this stuttering noise while its trying to go.. also while it stutters its hesitant and jerks around a lot while trying to boost. Please Please Please if anybody knows what could be wrong id like to know! i thought it was the turbo since one day i was no longer producing any boost so i thought it had seized up and was no longer working but after it had replaced the turbo its still having the same problem..
Mods are: Intake, DP, Boost Controller.

try disconnecing your boost controller and going back to stock to see if it changes..
either your ECU hates the boost controller(most likely) or you boost controller is leaking...

go completely back to stock if you can...
without tuning the downpipe, intake and boost controller are not great.
from there i would get a smoke tester, local tuners such as GST, DBTuned, etc will have one. they will help you find a vacuum leak. it puts 2psi roughly of compressed air into the vacuum/boost system with smoke and will show you leaks. if you leak at 2psi then you know you will be leaking at boost
