ALL uppipes are bolt on. no welding. it is a Pain in the butt job, but it can be done in a day.

emissions.... you probably won't fail b/c of the uppipe, from what i've heard, the uppipe is just to get the WRX into the LEV category. the main downpipe and midpipe cats, do most of the dirty work.

The up-pipe cats were only put in to meet cold-start emissions testing standards.

If you bring in a warmed up car (hard not to do ) then you *should* make it. Even in CA. Good luck.

uppipe will give you a CEL, however, it is an easy fix.
here is a thread that explains how to fix it. 1/4 watt 2.2k Ohm resistor. package of 5 is ~$2 at Radio Shack
